You should try freelancer.com or elancer.com to find a web page Designer . The cost depends on your budget and target . It varies from $100 - thousands.

How much things cost requires a far better description of what you want than what you have provided here, where you are in the world, what your deadline is, etc.
generally has the cheapest labor, but you get what you pay for. tends to have better quality but again, you pay for what you get.
