Can any one tell me clearly how to get approved from google adsense with using Blog. I have a blog and its not approved. Tell me how to earn from this..

OK I moved about 4 months ago to a new country but I still want my friends to be able to see my art work, writings, and pictures. however not all of my friends want a face book or a my space. So I want to be able to have my own website. I have tried Weebly but I want to be able to do more things. Like for instance:
Post pictures
Post Blogs
Design my web page
Maybe have place where my friends can rate my stuff.
A place where they can subscribe
A place for comments.
And also I want to be able to have music playing in the back when they look around.

Problem since I am under 18 I don’t have a credit card and my parents aren’t going to hand over the money. SO it has to be a free website.

Is there anywhere I can do all this without paying money? Please help!

My blog is having the best design which captures the eye of all and on my blog there are around 200 and more visits daily. my blog content is of free software’s download as my blogger’s blog is having all these i am getting paid 0.01 or 0.4 dollars per click or 0.08 on impressions what to do bcoz i want to increase my CPC becoz 0.01 is not fisible for me of one click.

I want to start a design blog - similar to davidairey.com buy focuses on design and computer graphics in general - and I wanted to choose my name as a brand for the blog … however my name is shady mokhtar .. and as you can see my first name doesn’t really shows the right messages so I thought about using my favourite number in the name - which is 313 .. so I thought a lot about the name to choose and I have some ideas but I’m not really excited about them so far …
